Covenant Pastors is a group of like-minded ministry leaders who desire a broader base for ministry and a trustworthy circle for friendship, relationship, and fellowship.
A Word from the President

Rev. Dr. Phillip Lucas
CPA President
Over thirty years has passed, and God is still doing amazing things through the Covenant Pastors Association (CPA). Because of people like you who pray and support this ministry, the CPA ministers in southeastern Virginia through various outreach programs which promote community, equip and train area leaders, and demonstrate the love of Jesus Christ in meaningful and tangible ways.
Through the fellowship of area CPA pastors, independent and stand-alone churches come together in a non-threatening environment to exchange ideas which fuel church growth and facilitate corporate well-being and financial stability. The weekly prayer meetings and Bible Study fosters communication, collaboration and coordination among pastors which thereby facilitate a Kingdom objective. Our goal is to promote friendship, fellowship and relationship among like-minded pastors.
Through CPA directed local ministries, support is generated for several area feeding programs including Operation Breaking-Through and Peninsula Foodbank. Additionally, the annual Virginia National Day of Prayer event which has gained national attention and support from over 200 area churches is directed by CPA Pastor, Neverette Yarbrough. Through the annual CPA leadership conference, area pastors and church leaders benefit from the skill set and expertise of CPA pastors, and from nationally emergent mentors from other ministries including, the John Maxwell Team.
Additionally, the CPA supports international mission outreaches in South Africa, England and Haiti hosted by CPA Missionaries, Evangelists Newberry and Linda Hearne, and Pastor Dr. Phil Lucas. The CPA, through them and local ministry teams has shared in salvation experiences, healings, church construction projects, and raising scholarship and orphanage support. As a matter of record CPA churches were among the first to provide emergency food and shelter after the 2010 earthquake and Category 5 Hurricane Matthew devastated Haiti in 2016.
Locally, the CPA Executive Board forms the Presbytery for official elder, minister, and deacon preparation, examination, licensure and ordination. Through ongoing training and teaching, faculty members of the CPA exhaust countless hours preparing students to enter their divine calling in the ministry. In addition, the CPA seeks opportunities for newly licensed and seasonal ministers to be used locally and abroad to advance the Kingdom of God.
We are indebted to each of you and realize that our accomplishments would be nominal without you. Thank you for your tireless service and commitment to remain faithful servants of the Lord Jesus Christ. Special thanks to all who believe the vision of the CPA and participated in some way to endorse our efforts throughout the coming years, and especially at Convocation.
Finally, congratulations to all newly licensed and ordained ministry candidates. Go from here with a resolve to let God use you in unprecedented ways for His glory. Let’s work together to usher in God’s Kingdom and receive our reward. I look forward to seeing you all serve in the future as we covenant to further His kingdom objective to win souls.

The fellowship of like-minded pastors provides an ear to hear, eyes to see, and a mind to understand the heart of God. By engaging in ongoing dialogue and communications, CPA members are open to bear their hearts in a non-threatening environment which forges collaboration. This ensures that a greater level of understanding is gained in the context of covenant Association. Finally, as a result of ongoing collaborations, CPA members coordinate resources and people to accomplish Kingdom objectives.
TrustWorthy
True friendship is fleeting especially in the times in which we live. The Bible says there is a friend that sticks closer than a brother. (Proverbs 18:24) The CPA fosters relationship building among ministry leaders that creates opportunities for long-lasting fellowship.
Experienced
CPA pastors have varied levels of expertise but all have been chosen and set apart for ministry by God. Each has been gifted by the Holy Spirit and empowered to serve in the ministry context in where appointed.
Invested
The CPA is invested in the sucess of every member, church and ministry in the Association. This investment includes providing covering, expertise and resources which enable member churches to embrace a greater context for ministry and visibility in the community.

Our Mission & Vision
1.- To establish a forum where pastors and ministers can meet to study the word of God on a regular basis and embrace Godly wisdom and discernment through a multitude of counselors. (II Timothy 3:15; Proverbs 15:22)
2.- To provide apostolic covering to local churches and ministries and be available upon request to pastors and local churches to mediate church related problems. (Proverbs 11:14; Acts 16:4-5; I Corinthians 9:2)
3.- To officiate the preparation and examination of candidates for licensing and ordination and create a context where isolated ministers can experience training, personal development and encouragement to envision a broader perspective for their life and ministry. (Ephesians 4:16)
4.- To promote Leadership Conferences that foster interchange, information-sharing, and opportunities to promote family and marital relationship building, and that undergird the cause of Jesus Christ for worldwide impact. (Acts 13:1-3)
5.- To conduct Annual Convocations which foster unity, revival and public promotion of churches and individuals, vesting same with licensure and ordination, and setting apart to strengthen and edify member ministries and churches. (Acts 20:35)
6.- To advance the proposition that Pastors and Spouses need opportunities for personal vacations, annual retreats, fellowship dinners, and social gatherings which promote personal revival, relationship-building, and time from pulpit duties to enhance marriage, family life, and ministerial support. (Acts 20:28, 2 Timothy 4:1-5)
7.- The CPA promotes accountability among leaders and fosters integrity and authenticity in the pulpit and lives of pastoral leaders through encouragement, examination and judging behavior in the light of scripture (II Peter 1:12; I Tim. 4:13; Acts 15:2).
8.- The CPA buttresses the need for pastors and ministry leaders to model humility in the church, congregation, and community knowing the impact that Christ’s name is not defamed by the heathen (Acts 4:12, Jeremiah 19:2)
Our Beliefs & Values
The Bible
We Believe the Bible to be the inspired and only infallible and authoritative Word of God.
God
We Believe that there is one God, eternally existent in three persons, God the Father, God the Son, and God the Holy Ghost.
Jesus Christ
We Believe in the deity of our Lord Jesus Christ, in His virgin birth, in His sinless life, in His miracles, in His atoning death, in His bodily resurrection, in His ascension to the right hand of the Father, and in His personal future return to this earth in power and glory to establish His kingdom.
Second Coming of Jesus
We Believe in the Blessed Hope, which is the rapture of the Church at Christ’s coming.
Salvation
We Believe that the only means of being cleansed from sin is through repentance and faith in the precious blood of Christ.
Rebirth
We Believe that regeneration by the Holy Spirit is absolutely essential for personal salvation.
Healing
We Believe that the redemptive work of Christ on the cross provides healing of the human body in answer to believing prayer.
Baptism
We Believe that water baptism by immersion identifies the believer with Christ’s death, burial and resurrection
Baptism of the Holy Spirit
We Believe that the baptism of the Holy Spirit, according to Acts 2:4 is given to believers who ask for it.
Sanctification
We Believe in the sanctifying power of the Holy Spirit by whose indwelling the Christian is enabled to live a holy life.
Resurrection
We Believe in the resurrection of both the saved and the lost, the one to everlasting life and the other to everlasting damnation.
